Wiring doesn't last for ever. Signs a house may need a rewire include old rubber or fabric-covered cable, round-pin or very old sockets, light fittings with no earth wire, scorch marks, and not nearly enough sockets for how the house is used now.
A rewire is usually planned with other work, such as a renovation, a new kitchen or an extension, because it means lifting floorboards and chasing walls. A partial rewire of the worst circuits is sometimes enough.
Ask each electrician to look at the house before quoting, and to say what's included: new fuse board, sockets, lights, smoke alarm circuits, making good the walls, and the certificate at the end.
